Ian was born and grew up in Chester and studied at the Anglia Ruskin University Cambridge, London School of Economics and Imperial College London. He holds a BA (Hons) degree in Modern History, a MSc (Econ) degree in Industrial Relations & Personnel Management and a PhD degree in Industrial Sociology. He is a Chartered Fellow of the Chartered Institute of Personnel & Development and a Life Member of the Institute of Management Services. He is a Liveryman of both the Worshipful Companies of Loriners and Glaziers.
Elected to Southwark Council in October 1989 Ian has held the following positions: Chief Whip Labour Group 1990-2002, Leader Labour Group 2002-2004, Deputy Leader Labour Group and Council 2010-2016, Cabinet Member for Housing 2010-2014, Cabinet Member for Communities/Culture, Employment & Business 2014-2016 and Cabinet Member for Environment and Public Realm (2016-18). Ian was Labour Whip to the Association of London Government 1990-2002, and a Member Local Government Association 1990-2004 and 2010-2016. Ian was also employed as a Political and Research Officer with the Communication Workers Union 1988-2015. He has twice been selected as a Parliamentary Candidate, and has also worked in Parliament in both the House of Lords and House of Commons. Ian was seconded to the Labour Party as a Senior Legal & Constitutional Officer at Westminster between 2003 and 2005, and as a policy researcher in 2015 in the run-up to the General Election.
